Two neighboring nations, the Kingdom of Velecia and the Republic of Debye, have been in feud for over a century, fighting for the Property Trade Route through the natural land bridge in Volgo-Don. Whoever controls the Property Trade Route controls all taxation rights. Unfortunately, the battles have left Volgo-Don in ruins. Civility needed to be restored, and in doing so, an agency needed to be created.
